MDSap helps Belbim become the first public institution in Turkey to transition to a cloud environment
Project is a significant milestone in digitalization for public sector in Turkey after winning “Public Digital Transformation Award of the Year.”
Belbim, a digital payment subsidiary of the Istanbul Metropolitan Municipality, recently collaborated with MDSap and SAP to successfully implement the SAP RISE PCE project, a first in the Turkish public sector. The company produces the ‘Istanbul Card’ used by thousands of travellers every day in the city.
Benefits from the digital transformation via SAP RISE PCE included increased operational flexibility and maximized security in public services with high security standards that comply with Turkey’s regulations. Alongside that, the innovation brought increased efficiency, boosted transparency, and brought gains in sustainability.
With the transition, Belbim achieved key benefits such as cost advantage and operational flexibility, as well as ancillary benefits such as advanced service management and security improvements for the first time in a public institution in full compliance with regulations.
Belbim was thrilled to manage the expansion, and its success was in large part thanks to the technical and business units working as a single team, and also with the help they received from MDSap, who they described as a valued business partner, supporting the company throughout the whole process.

The project also publicly reinforced Belbim’s reputation for innovative vision and solidified its position of leadership in the financial technologies sector. The value of the project was swiftly recognized when it won the Public Digital Transformation of the Year award at the SAP Transformation Awards 2024, an event that brought together leading representatives and technology leaders of the business world in Turkey.
“As the first public institution to transition to a cloud environment, we believe this step will significantly accelerate the cloud transition processes of our other affiliates” said a spokesperson for the company.
“This project, implemented in collaboration with SAP and MDSap, will not only set an example from a regulatory perspective for Belbim and the Istanbul Metropolitan Municipality but also for the entire public sector, taking on a flagship role. We thank everyone who contributed to this valuable collaboration and wish our project to be beneficial” added the spokesperson.
